Create User Accounts Shortcut in Windows 10

If you want to create User Accounts Shortcut on the desktop in Windows 10 using the following steps.

Right-click on Desktop Select New and click on Shortcut 

When Create Shortcut screen appears type c:\windows\system32\netplwiz.exe and click on Next

Change here name and Type User Accounts to the shortcut and click on Finish.

Now user account shortcut created on the desktop
